To create the frame, I inked pop dots in random shades of blue and green and added glitter. The title "water baby" is hot glue (I thought writing in cursive was bad enough, but writing in cursive with a hot glue gun is way harder). The blue wave is masking tape sponge painted blue. I also added glitter along the edge of the masking tape wave.
